
The American Psychological Association (APA) has released a draft position statement on seclusion and restraint and is inviting public comment through October 23, 2025 (11:59pm EST).
In the words of the APA:
“APA joins leading mental health disciplines in calling for local and national efforts to reduce the use of seclusion and restraints, due to its lack of evidence-based support, its likelihood to cause trauma, and/or death, and its disproportionate use among people of color. APA also calls for elevating the use of more humane, non-coercive, non-punitive, non-violent, and scientifically supported practices in de-escalating concerning behavior and promoting safety of those receiving care and the staff providing that care.”
The statement outlines concrete steps, including:
Policy advocacy at state and federal levels
Inclusion of people with lived experience in decision-making
Education and training on alternatives to seclusion and restraint
Collaboration with stakeholders across healthcare, education, and community systems
Increased transparency and reporting requirements
Development of resources, tools, and public education
